I'm not sure about the gentleman on the right but I'm pretty sure that the guy on the left is Harold Lloyd from the Preston Sturges film "The Sin of Harold Diddlebock" (also known as Mad Wednesday).
Alright, I know that it's not Harold Lloyd. But who other than he, Spike Jones and Lou Jacobs has ever worn a plaid like that?!?
